Description of problem:
Set Shipwright Builds as the default tab in Builds Page if the operator is installed

Steps to Reproduce:
1. Install Shipwright Operator 2. Navigate to the Builds page 3. Save the current tab selection in user-settings.
Actual results:
Default Tab is Builds
Expected results:
Change to Shipwright Builds. But if user selects Buildconfig, then next time, user should see the Builconfig tab.
