Add Notification for informing Approvers when PLRs require Approval

Description

As a developer and an approver, I need to see a notification toast, which would give me the link to the Approval List page of the namespace where I need to approve a PLR.

Acceptance Criteria

1. There will be 2 notification toasts max.
2. The first toast will be displayed only if there is a PLR requiring approval by the user in the current Namespace. In this case, show the direct link to the ApprovalList page.
3. The 2nd toast will be displayed only if there are PLRs requiring approval by the user in other namespaces. in this case, show the direct link to the ApprovalList page from the Admin Perspective All Namespaces.
