Remove protractor tests and dependencies from the dev-console and knative-plugin

Description

The protractor was end-of-life as of September 2023.  As a result, we need to remove the Protractor from the console.  In order to do so, we either need to remove any existing Protractor tests or migrate them to Cypress.

Acceptance Criteria

1. remove Protractor tests from dev-console package
2. remove Protractor tests from the knative-plugin package
3. remove deploy-image.scenario.ts
