Create getting started content in functions list page

Description

Create getting started content in functions list page and add CLI, IDE extensions, samples links to it (Design is yet to be provided, so start with exploration and with dummy data)

Acceptance Criteria

1. Remove IDE extension cards in Create serverless function form
2. Add getting started content component of top in Functions list page
3. Add create button in functions list page which will take to existing Create serverless function from import from git page
4. Add 3 links in getting started content for CLI, IDE extensions, samples
5. Update existing e2e tests and add new test
