Setting up a report portal to track CI issues for openshift devconsole project

Goal:

Fetching the report from openshift ci and displaying them on the report portal

Why is it important?

Track CI issues and improve CI health to get better visibility of the project issues.

1. Report portal instance is set up for the devconsole
2. CI jobs report their results into the instance
