Description of problem:

When I an open the dev console without an active project and go to the empty Topology view, the 2nd link "Create a Project" does not work (see attached screenshot)
The first link in the blue banner does work.

Steps to Reproduce

• use an OCP cluster with no project for the user
• go to the Developer perspective
• open the Topology view
• click on the 2nd link "create a project"
  -> nothing happens
• click on the 1st link in the blue banner
  -> it opens the pop up window to create a project

Workaround:

Click on the "create new project" in the blue banner
