Move Build v2 e2e tests from dev-console to shipwright-plugin package

Description

Acceptance Criteria

1. Move the existing tests from https://github.com/openshift/console/tree/master/frontend/packages/dev-console/integration-tests/features/build-config/shipwright-build to the shipwright-plugin package
2. Ensure that these tests run automatically by adding the new folder to https://github.com/openshift/console/blob/master/test-cypress.sh and https://github.com/openshift/console/blob/master/frontend/package.json#L45-L47
