Indicate Helm Chart Signing status into Helm workflows (browse, installation)

Problem:

Goal:

• allow users to see the chart signing status in the helm catalog
• allow users to see the chart signing status in the side panel in the helm catalog
• on the helm creation form, warn users when charts are not signed 

Why is it important?

Use cases:

Acceptance criteria (let's review this in 7/15 ODC/Helm call)

1. Users should be able to visually identify which Helm Charts are signed in the Catalog
2. Users should be able to filter the Helm Chart catalog to see ONLY signed charts (or ALL)
3. Users should be able to see the Signing status of a Helm Chart in the side panel
4. Users should be warned when installing a Helm Chart which is not signed
