Include the namespace-scoped Helm Chart Repositories in the dev catalog

Description

As a user, I want to be able to view all the Helm Chart Repositories that I have access to in the dev catalog. It should include the namespace-scoped chart repositories along with the cluster-scoped ones. 

Acceptance Criteria

1.  all the namespace-scoped & cluster-scoped helm chart repositories should show up on the `Chart Repositories` filter in the dev-catalog
2.  user should see the helm charts for all the chart repositories listed in the filter
3.  the chart version dropdown in the install and upgrade pages should fetch proper chart versions of the selected chart in the namespace 

Additional Details:

Pass the namespace as the query parameter in the index.yaml API endpoint to fetch all the cluster scoped and the namespace scoped helm charts
Ex: `/api/helm/charts/index.yaml?namespace=foo`
