ODC/Topology Usability Improvements

Goal:

Address a number of usability enhancements with Topology

Why is it important?

Increase the usability of the view

Acceptance criteria:

1. User should be able to resize the width of the side bar on the Topology page
2. The width of the side bar should be persisted per user
3. Users should be able to toggle between searching by label OR name in Topology (name should be the default)
4. In topology, the last selected item should be persisted per user, per project, per session
5. There should be a mechanism to customize the URL of the route decorator through some means, such as an annotation.
6. There should be a mechanism to hide the route from topology.
