Edit import strategy alert changes before validating the devfile/dockerfile paths

Description of problem:

Inline info changed -It should change only when the user has entered a path and the system validates and detects a devfile. Till then the message should not change.
Sample devfile path is prefilled and the ‘Devfile not detected’ error message is shown- it looks like user has entered something and the helptext is also absent.
I think we should show the placeholder text saying ‘Enter Devfile path’ and the field should show the help text.

Above two points are true for dockerfile strategy as well.

Steps to Reproduce

1. Open Import from Git form.
2. Add the url of the repo that has a devfile/dockerfile in Git repo url field.
3. Click on edit import strategy and change the strategy.

Actual results:

Inline info changed.

Sample devfile path is prefilled and the ‘Devfile not detected’ error message is shown

Expected results:

Inline info should change only the devfile/dockerfile paths are validated.

Path field should not be prefilled with sample devfile/dockerfile paths
