Description of problem:

In the Edit deployment form, the strategy type dropdown help text is not pseudolocalized. Same for the `Edit DeploymentConfig` form

Steps to Reproduce

1. Create a deployment
2. Edit deployment
3. Add `?pseudolocalization=true&lng=en` in the url

Actual results:

The strategy type dropdown help text is not pseudolocalized

Expected results:

The helptext should be pseudolocalized
