Description of problem:

Tooltip for a failed task when expression does not show proper value

Prerequisites (if any, like setup, operators/versions):

Install Openshift Pipelines 1.5 Operator

Steps to Reproduce

1. Create a pipeline with multiple task
2. Add when expression to few tasks and make sure any of the task with when expression fails

Actual results:

1. The tooltip of the When Expression of a failed task shows When expression
2. The status of the when block is shown in red color

Expected results:

1. The tooltip of the When Expression of a failed task should show When expression was met
2. The status of the when block should be in green color
