Description of problem:

i18n key missing in edit health check page

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Create a deployment 
2. Navigate to topology page
3. Right-click on deployment and select the `Add Health checks` option

Actual results:

Missing i18n key "Health checks for  <1></1>" in namespace "devconsole" and language "en." error in the console

Expected results:

Should not show missing i18n key error
