Description of problem:

When logged in as a developer with view access, editing application group is not allowed

Prerequisites (if any, like setup, operators/versions):

Login as a user with view role

Steps to Reproduce

1. Topology
2. Click on `View shortcuts`

Actual results:

The shortcuts shows that edit application grouping is possible

Expected results:

Edit application grouping shortcut shouldn't be shown
