disabling all add page actions displays error in add page

Description of problem:

When all add page actions are disabled, the page displays an error that the options failed to load which is misleading

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. edit the console operator config
2. navigate to the snippets
3. follow the directions for the "add page actions" snippet
4. create spec.customization.addPage.disabledActions
5. insert the snippet
6. save
7. navigate to Add page

Actual results:

Error is displayed:

Expected results:

No error should be displayed. Instead a simple message indication that there are no actions or something else.
