unclear what helm certification icon means

Description of problem:

Certified helm charts in the developer catalog have a blue checkmark icon. However unless you know what this means, there is no tooltip or other text present to the user that indicates what it means.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. go to developer catalog
2. filter by helm chart
3. find a helm chart with a blue checkmark icon

Actual results:

Hovering the icon show no tooltip or title.

Expected results:

Tooltip or title should appear on hover to guide the user as to the meaning of this icon.
