Description of problem:

Evicted pods are being shown before others in the topology side panel.

Revisit rules around pod display order in topology side panel.  Unsure if *evicted* status was included in our original convention.  Failures were supposed to be shown first followed by others, sorted by most recently updated.

Steps to Reproduce

1. Unsure how to reproduce an evicted pod —
2. Import from Git
3. Select Deployment to see Pods in side panel

Actual results:

When there's an evicted pod, but there are other pods which have been updated more recently, the evicted pods are shown first.

Expected results:

Sort evicted pods last.
