Deploying application Quick start is shown to impersonated user with view only access

Description of problem:

A user with view-only access to a project can see a Quickstart that contains documentation related to deploying an application

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. In the project access, create a user with `View` role
2. Go to Administrator -> User Management -> Role bindings
3. Click on the kebab menu of the role binding and select `Impersonate User`
4. Go to Developer -> Add page and click on `View all quickstarts` under `Getting started resources` section

Actual results:

`Deploying an application with a pipeline` quick start is shown

Expected results:

Users with view-only access should not be shown guided documentation for deploying applications
