disabled add page actions show up in topology context menu

Description of problem:

If a user customizes the add page and disables some actions, those actions are still shown in the topology context menu

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Disabled an add page action 
2. go to add page
3. observe the disabled actions aren't present
4. go to topology (one with a workload shown)
5. right click the graph and select "Add to project >"

Actual results:

• disabled add page actions show up in the topology context menu of the graph

   

Expected results:

• disabled add page actions should not show up in the topology context menu of the graph
