Description of problem:

Highlight is lost sometimes for guided tour on going back and forth in the tour.

Prerequisites (if any, like setup, operators/versions):

clear local storage if guided tour is skipped or completed

Steps to Reproduce

1. go to the developer perspective
2. start the guided tour
3. continue the tour until the last step.
4. click on back and go back and forth a few steps in the tour

Actual results:

The highlight for the guided tour is lost sometimes

Expected results:

the highlight should always be present when in the tour
