Description of problem:

When one of the taskrun fails (other taskruns will still be running), there is no option available in pipelinerun actions dropdwon menu to stop the pipelinerun

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Create a pipeline with 2 tasks (make sure that one task fails and the another one runs for longer time)
2. Start the pipeline and wait for one of the taskrun to fail
3. Once the taskrun fails, try to stop pipelinerun from devconsole UI

Actual results:

No option present in pipelinerun action dropdown menu to stop pipelinerun

Expected results:

Option to stop pipelinerun should be present in the pipelinerun actions dropdown menu till all the taskruns are running
