Add pages shows some options and misses some other if no project is available / selected

      Description of problem:

      When a new user (which has not access to any project yet) opens "View all samples" or the "Discovery certified Helm Charts" catalog from the new getting started section on the add page (or open any catalog page in general) it looks like there is no resources found.

      (The message allows the user to create a project and says "No Projects found"

      Prerequisites (if any, like setup, operators/versions):

      None

      Steps to Reproduce

      1. Create a new user
      2. Opens the developer perspective with this new user (which must not have access to any project)
      3. Select "View all samples" or "Discovery certified Helm Charts" or any other catalog entry.

      Actual results:

      • The page is "okayish", it says that "No Projects found" but still confuse the user maybe?

      Expected results:

      This are some options. We need to discuss the expected results before working on this!

      • Expected that the add actions are not displayed when no project is selected. Similar to many other options on the add page. ???
      • Or that the samples was also shown if there is no project selected / available. ???
