Description

As a developer, i want a dynamic topology side panel which uses extension contributions to render a side panel based on the workload in topology.

Acceptance Criteria

1. Should create a dynamic topology side panel.
2. Should use dynamic extensions to render tabs, tab sections, resource title and resource alerts.
3. Should migrate an existing topology side panel to use the new side panel. Helm side panel could be picked up to start with.

getSelectedEntityDetails.tsx file has all the side pnale rendering logic right now.
