Description of problem: Edit flow on upload jar flow for KSVC doesn't create active revision if jar is not modified.

Prerequisites (if any, like setup, operators/versions): Serverless operator

Steps to Reproduce

1. go to Add page in dev perspective
2. create a ksvc with Upload jar flow
3. Edit the flow and only change env vars and save

Actual results: new revision gets created but doesn't become active

Expected results: new revision gets created but should become active
