Description of problem:

The manage Helm Repos quick start stopped loading & doesn't show up any more. This was added in 4.7 and worked upon initial merge.

The quick start exists here:
https://github.com/openshift/console-operator/tree/master/quickstarts

But is not visible in the Quick Starts catalog (accessed from Help-> Quick Starts or or from the +Add page in the Developer perspective)
