Description of problem:

Only one icon in the masthead has a tooltip and one other has a hover state.

Actual results:

Only one icon (Import YAML) in the masthead has a tooltip and one other (Notifications) has a hover state.

Expected results:

No hover state on any of the icons. Add tooltips for "Application launcher" "Notifications" and "Help".
