Problem

Users can't always find charts they need in the Helm Chart Catalog repositories.

Goal

When admins activate the feature, allow developers to search for a Helm Chart in the public ArtifactHub & install it.

Acceptance criteria:

For admins

1. I should be able to activate/deactivate the ability to allow developers to search for a Helm Chart in the public ArtifactHub

For developers

1. I should be able to search in the public ArtifactHub
2. I should be able to install a Helm Chart returned from the Artifact search
