scrollbar appears over topology when dragging in jar file

Description of problem:

A vertical scrollbar appears on the topology page when the user drags a 

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. go to topology
2. drag a jar file over topology but do not drop

Actual results:

vertical scrollbar appears

Expected results:

no scrollbar should appear

Reproducibility (Always/Intermittent/Only Once):

always
