Description of problem:

In the environment tabs today, we are using an outdated PF3 drag and drop icon (see pficon-dragdrop here This icon is also confusing since it implies the ability to drag and drop in any direction, when we only allow users to drag up and down. We should update to the current PF drag and drop icon for vertical components, grip-vertical.

Steps to Reproduce

1. Navigate to any Environment tab
2. See DnD icon

We use an outdated icon

We should be using the updated icon for this use case

We should make sure to update every instance of this old icon in the console. This includes but is not limited to resource Environment tabs and forms in which environment variables can be edited.
