Description of problem:

We lack a View Shortcuts on the Topology List View, when it's in an empty state or not.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

For disabled view:

1. Navigate to a project with items
2. Set your view to List View (top right icon)

For regular view:

1. View any topology with items and select the list view in the top right

Actual results:

Expected results:

Should appear on the disabled (empty state) page and be usable. Also should appear on the populated list page as well.
