Remove Tech Preview badges for OSP 1.4 operator

Description of problem:

As OSP 1.4 is going GA, we should remove all the TECH preview badges from the UI.

Prerequisites (if any, like setup, operators/versions):

Always

Open shift Pipelines 1.4 operator

Steps to Reproduce

1. Remove the Tech Preview badge from the UI

Actual results:

Tech preview badges are shown in the UI for all the Pipeline CR's.

Expected results:

Tech preview badge should not be shown in the UI for the Pipelines CR as OSP 1.4 will be the default operator on OCP-4.7.
Note: Trigger components should have the Tech Preview badge
