To send commands from quick starts to terminal we need features(addons) from the xterm.js v4.10.0

As part of this tech debt:

• Upgrade xterm v3.12.0 to v4.10.0 (has breaking changes)
• Make sure everything works as expected
• xTerm is used in CloudShell and Terminal.jsx
