devfile catalog should integrate with community devfile registry

Problem

With 4.8, we are getting only a partial implementation of the devfile support. The list of devfiles are hardcoded.

Goal

Starting with 4.9, we should provide a complete integration with the Devfile registries, to provide devfile from the public community registry as well as the product registry

Why is it important?

Currently, we are hardcoding the available devfiles ( from someone's personal GH repo ). We need alignment with the Community and Red Hat devfiles.

Acceptance criteria:

1. As a developer, I should be able to see any devfiles in the Community devfile registry in the devfile catalog in the Console
