Description of problem:

When in localhost using localstorage (default setting) doing a refresh fails to properly load the navigation. Clicking on a nav item after a refresh will send you to All Projects for that page.

Steps to Reproduce

1. Be in the Developer Perspective
2. Go to the Add Page
3. Select a namespace
4. Refresh
5. Click any nav item that is not cluster scoped

Actual results:

You're seeing the all project selection page for the nav item you just went to

Expected results:

You should still be in the namespace you loaded up in

Reproducibility (Always/Intermittent/Only Once):

Always, only locally.
