      Problem:

      Permission management for some development teams is done exclusively through custom roles.  Would like support in the Project Access page to allow to add custom roles and also to hide default ones.

      Why is it important?

      Current workaround for the customer is to use "oc" to manage the roles for the development team, rather than utilizing the guided flow in the Developer console.

      Acceptance criteria:

      1. As an administrator, I want to customize the roles which are being shown in the Project Access tab in the Developer console.  This includes removing default roles as well as adding custom roles.
