Description of problem:

1. Right now, if you hover over a point near the top of the graph, the tooltip covers the data points and there isn't a triangle at the bottom of the tooltip. I am not sure if this can be fixed because of the way victory charts work but it would be great to have that changed.
2. Remove browser tooltips on all the charts.
