Description of problem:

`helm` nav item takes too long to show up when the page first loads

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. go to developer perspective
2. refresh the browser

Actual results:

page loads and there is no `helm` nav item. Wait up to 10 seconds for the `helm` nav item to show up. 

Expected results:

while the presence of the `helm` nav item should be asynchronously computed, it should not take 10 seconds. Topology should not be able to load quicker before the nav item shows up.
