Problem:

Currently the WTO installs specific versions of specific CLIs. This is problematic. We may have newer versions of CLIs available, or a newer version of an operator installed which is aligned with a different CLI version.

Additionally, there's no way for a user to enable additional CLI support within the Web Terminal.

Goal:

We need a mechanism to "properly" register and understand CLIs that are installed via operators. This will fix the issue of version mismatch, and also enable a mechanism to easily "enable" additional CLIs in the Web Terminal

Devs would like to have access to additional CLIs which are not in Web Terminal by default.
