Pipeline list shows "No pipelines found" before start loading data

Description of problem:

"Pipelines" menu item shows an empty page with message "No pipelines found" before it loads the data. After these empty page was shown it switches to a loading indicator and finally shows some pipelines (in my cases). Because this takes some time the initial message is really confusing.

It may affect also other pages.

Prerequisites (if any, like setup, operators/versions):

1. OpenShift Pipelines Operator (tested with v1.2.1)

Steps to Reproduce

1. Create a Pipeline (for example by importing a Deployment from Git with enable option "Add Pipeline"

Actual results:

1. Before the loading indicator page was shown, the Pipeline list shows the string "No pipelines found"

Expected results:

1. The page should start with the loading indicator and must not render string "No pipelines found" before the it finishes loading.
