Description of problem:

When resizing the window in the middle of the guided tour, the spotlight area fails to move with the modal.

Prerequisites (if any, like setup, operators/versions):

None

Steps to Reproduce

1. Open Guided Tour (ie. masthead "?" => "Guided Tour")
2. Navigate to the 4th screen that highlights the masthead icon
3. Resize the browser horizontally

Actual results:

The spot light area has moved way from the modal

Expected results:

The two to stay aligned

There is a bug preventing the Guided Tour option in the dropdown from appearing... should be fixed soon (cc christianmvogt)
