      As a user, I need the ability to set/edit my preferences for the OCP Console.

      Acceptance Criteria

      1. Users have the ability to set their user preferences
      2. Users can set their default perspective.
      3. Users can set the default project
      4. Users can set the default Topology "view" (graph/list)
      5. Users can set a preference whether to default to Form or YAML
      6. Users can set a preference for language (Stretch goal)
