Description
As a user, I need the ability to set/edit my preferences for the OCP Console.
Acceptance Criteria
- Users have the ability to set their user preferences
- Users can set their default perspective.
- Users can set the default project
- Users can set the default Topology "view" (graph/list)
- Users can set a preference whether to default to Form or YAML
- Users can set a preference for language (Stretch goal)
