Description

As a user, I want sync my bookmarks for namespaces, applications and other dropdowns between browsers.

Acceptance Criteria

1. The ApplicationDropdown and NamespaceBarDropdowns should show the latest information and update the user settings. See storageKey feature of the Dropdown.
   1. packages/dev-console/src/components/dropdown/ApplicationSelector.tsx
   2. public/components/namespace.jsx
2. The Namespace and application Dropdown bookmarks (favorites) need to be stored in the user settings as well. See bookmarkStorageKey in Dropdown.jsx
3. Cleanup Dropdown storageKey feature if possible
4. The latest data from localStorage should be automatically migrated.
