Description of problem: Highlighted component in guided tour show slight variation in color from the expected color.

Steps to Reproduce

1. launch console app
2. switch to dev perspective
3. clear local storage for guided tour if already skipped or completed tour once
4. observe the color of the highlighted component

Actual results: variation in the shade of blue from the one expected

Expected results: no variation from the expected color

Reproducibility (Always/Intermittent/Only Once): always
