Description

As a user, I want to provide a customized experience for a catalog item. If this item is provided by a provider I do not own, I must be able to override the behavior and supply a custom CatalogItem descriptor. Such is the case for VM templates. A VM template provider needs the ability to override the default template behavior and ensure that duplicate items are not present in the catalog. This is because the default template flow is not sufficient for vm templates even though they are OpenShift templates.

Acceptance Criteria

using VM as the baseline

1. a vm template provider should be able to remove the template catalog items from the `Templates` sub catalog as well as the main dev catalog which shows all types
