Kiali Link is missing from Topology masthead

      Description of problem:

      We are unable to see the launcher card on project details page and also Kiali link is not appearing on topology masthead. The labels are coming, we can see that particular namespace is service mesh enabled but missing the link. 

      Prerequisites (if any, like setup, operators/versions):

      Install  Service Mesh, Kiali, Jaeger and Elastic Search operator. 

      Steps to Reproduce

      1. Create a namespace "istio-system" and create ServiceMeshControlPlane and ServiceMeshMemberRoll instances.
      2. Create another namespace "test", make it ServiceMeshMember of namespace "istio-system".

      Actual results:

      If you go to Project Details page for "test" namespace, then you will see labels added, and service mesh enabled but you won't see Launcher card. On the topology masthead for "test" namespace, you won't see Kiali link for namespace.

      Expected results:

      There should be Launcher card on Project Details page.

      Kiali Link should be present on topology masthead.
