Acceptance Criteria

1. As a dev, In the Pipeline Builder when i have a task selected. I want an easy way to provide and view multi-line parameters in the side panel.
2. As a dev, In the Pipeline Builder, I need a way to define one or more finally tasks as part of my pipeline
3. As a dev, when adding a parameter, i'd like an easy way to reference pipeline param names
4. As a dev, if I reference a TaskSpec in the YAML editor, we need to display that Task in the pipeline visualization
   1. There's still some work that needs to be done here. We need to evaluate if the side panel should show (a) we cannot show info about this Task Spec (b) show associated YAML (c) show Read Only version of side panel
5. As a dev, I want a way to add conditional tasks (when expressions) in my pipeline
6. As a dev, I should be able to visually identify conditional tasks in the Pipeline Builder ( aka in the Pipeline Visualization)
