Convert dev catalog filter from localStorage to user settings

Description

As a user, I want to store the dev catalog filter in the user settings instead of the local storage.

Acceptance Criteria

1. Save and load catalog filter from user settings.
2. Migrate existing catalog filter.

Additional Details:

1. See const DEV_CATALOG_FILTER_KEY, old key bridge/dev-catalog-filters
2. In dev console, CatalogController.tsx the key was used as filterStoreKey.
3. There is a second usage in catalog-items.tsx for the operator hub(??)
