Description

As a user, I want to open the last opened perspective and namespace when returning to console on the current browser or when using another browser. For this its required to save the latest used perspective and namespace in the user settings instead of localStorage.

The latest used resource should be used/fetched once. Updates to the user settings should not affect already opened tabs.

Acceptance Criteria

1. Last perspective and namespace should be saved in the user settings. See for example:
   1. public/actions/ui.ts
   2. public/components/nav/admin-nav.tsx
   3. public/components/nav/items.tsx
   4. public/components/utils/breadcrumbs.ts
   5. public/reducers/ui.ts
2. The latest data from localStorage should be automatically migrated.
