Default topology view should be Graph View

Description of problem:

It is expected that whenever user visits DevConsole for first time and opens any project with workloads, the graph view should be default one, but now, it's list view

Prerequisites (if any, like setup, operators/versions):

Namespace x with some workloads

Steps to Reproduce

1. Login to cluster and switch to Developer perspective
2. Open namespace x

Actual results:

User will see list view as a default view

Expected results:

User should see graph view as a default view

Reproducibility (Always/Intermittent/Only Once):

Always
